WELLINGTON, this day.
That the Municipal Franchise Amendment Act is being availed of is shown by the fact that since the last city elections in December last 4000 names have been added to the city burgess roll, and 10,000 persons will be- entitled to vote at the coming Mayoral election. In previous elections where the municipal franchise has been restricted to ratepayers 3000 votes was the highest number recorded.
The statement that Editiond Bouvy, who is confined in a cell at the Central Police Station, pending the result of an application for his extradition on the ground that he is an escaped criminal from Noumea, is being treated in a shameful and. inhuman manner, is flatly contradicted. The cell is a padded appartment, the second largest at the station. It is well ventilated and can be heated if necessary by a special apparatus. Bouvy is allowed two or three hours' exercise daily in the large yard. His food is precisely the same as that supplied to the coustables, and he. expresses perfect satisfaction with the treatment he lias received. The visiting Justices fail to find any evidence of ill-treatment.
