I . SYDNEY, this day. I A letter from Jim Phillips, the wellknown umpire, who. is travelling with the Australian team as scorer, charges Dr. Grace"with delaying the start of j England's second innings in the first test match by fifteen minutes. He also states that stumps wrere drawn in this match by consent, five minutes before time, thus converting *a probable win into a draw.
