BOROUGH MEETINGS.

PARNELL.

The ordinary meeting of the Parnell Borough Council was held last night, there being- in attendance Mr 11. Campbell (Mayor) and Councillors A. P. Friend, G. Cozens, John Mowbray, J. Fitt, J. Gilmour, H. C. Tewsley, E. S. Briggs and J. Petford. Domain-street.—Mr J. Gilbert asked that the footpath in Domain-street be attended to, as it was in a bad state. Granted. Brighton Eoad. —Macklow Bros, called attention to the want of a footpath in Brighton Road. Mr Thomas Wood also drew attention to the condition of the north-eastern side of Brighton Road. He asked that a footpath be laid down and a water table be formed. On the motion of the Mayor it was resolved that the owners of property interested be written to and asked to construct a retaining wall and keep it in good condition, and the Council would then construct a footpath. Punakitere.—Mr Malcolm Young wrote re Lot 7, Punakitere. He said that he took up the section in June, 1896, and he was only in arrears £10 Is. He did not think that he should be responsible for the full amount of back rent. It was agreed by the Council to accept the three years' arrears. Crescent Road.—The Foreman of Works gave an estimate (£24 ss) for forming footpath and water table (about eight chains) in Crescent Eoad. The Council agreed if tbe General Trust Board paid one-third of the estimated cost the Council . would undertake to do the work. Mr W. S. Cochrane, secretary of the General Trust Board, forwarded a copy of a certificate from Mr W. F. Hammond, C.E., with respect to the formation of Crescent Road in 1885. The certificate stated the firm surveyed and graded the roadway, called for tenders, and accepted that of G. Knight for £176 12s 6d. The work was duly executed and the road given over to the. borough as a public road. The Mayor stated the Streets' Committee visited j the road and they were satisfied it was J taken over by the Council. It was agreed on the motion of Cr. Eriend to raise no further objections to taking over the road. • _ Subsidy.—The Land and Income Tax Department asked the Council to forward a certain return so that the Council might receive their payment of subsidy due for the year 1898-99. Received and agreed to. » Rates.—lsabella Howard asked that £3 12/ rates be remitted. on one of her houses burned down at Bl.ackett's Point over four, months ago. Referred to Legal'and Finance Committee .to report. Accounts,—Accounts amounting to '£217 2/1 were passed for payment. Foreman of Works Report.—The Foreman 'of Works reported the ram of the past fortnight had been trying on the roads and had found out the weak spots. The footbridge in Bridgewater Road was much out of repair. He suggested it be raised 2 feet, and he asked the Streets Committee to see the bridge. The workmen had been engaged attending to different roads spreading scoria and metal, cleaning channels and forming footpath in Windsor Lane. The report was adopted. Telephone.—ln accordance with notice of motion Councillor Mowbray moved, "That the Council Office be connected with the telephone." Councillor Tewsley seconded. Some of the Councillors took exception, to the expense and termed the telephone a "luxury." Councillor Cozens pointed cut the borough's liability was heavy »nd the ' interest they were paying fneant that, half of. the rates were wasted. The Mayor suggested as .the Council were not unanimous, about the matter it. would be better to withdraw the motion, a request Councillor Mowbray graciously acceded to. Public Pound.—Councillor Gilbert •/moved a motion.to abolish the public pound. Councillor Petford seconded. Councillor Friend thought the pound was a necessary thing to keep the. streets clear. Councillors Fitt and Cozens also spoke against the pound being abolished, and so did the Mayor. Councillor Gilbert in reply said there was seldom any cattle in the pound. The ranger did not want the pound, and he could proceed against parties who allowed their cattle to stray by summons. The motion to abolish the pound was put and lost, three voting for the motion and six against. Wages. — Councillor Briggs gave notice to move that the wages of the day labourers efriployed by the borough be advanced sixpence per day. Lamps— Councillor Fitt gave notice to move that three more lamps be erected in the borough. Bus Licenses. —Councillor Petford thought a committee should be set up to inquire into the matter of fees from bus licenses. The borough he submitted were losing £60 a year by not collecting the license fees. The Mayor said he would see Mr'Jas. Martin anent the matter. Sweeper.—ln answer to a question by Councillor Gilbert the Town Clerk stated the order had been given for *the street sweeper. Councillor Gilbert said if the order had not been given he would have moved a motion. The Mayor said if the street sweeper was used once a week on the roads it would be sufficient.
