KRUGER'S FRANCHISE SCHEME
LONDON, July 19.
The "Daily Mail" states that; trade in Johannesburg is stagnant,. that there is a serious shortage of labour for the mines, and that hundreds of natives are leaving daily. .
Two thousand women and children left Johannesburg in five days.
The "Times" Johannesburg correspondent states that President Kruger's franchise scheme is practical]}' identical with the proposals he. made at the Eloemfbntein Conference with the addition of discretionary powers to strengthen' the existing 'regime.
PRETORIA, June; 19.
Burghers at Pietrburgh have endorsed President Kruger's proposals lor the Outlanders' franchise. '•■ Germany supported the represetitations made to President Kruger by the Government of the Netherlands In reference to his attitude :hr the dispute with Britain.
