RECOMMENDATIONS OF THE

BOARD

The Board of Conciliation met this morning to hear further evidence^ in the carters' dispute, the Rev A.'EC. Collins presiding. The evidence of S. Hall (Rocky Nook), Franklin (Lomestreet), Wells and Son (North Shore) and Fendall (North Shore) was heard. Messrs Franklin, Wells and Fendell expressed their willingness to abide by the recommendations of the Board. In the afternoon the Board met and presented its finding. It recommended as follows: — 1. That 7s per day be the wage for drivers of drays and spring carts with one or two horses, but that Messrs Winstone, the N.Z. Express Co., j. J. Craig, Dunningham and Co., Chatfteld and Co., and A. B. Wright and Sons be allowed two drivers at (5s per day for parcels delivery carts only; Mr Win. Lovett to be allowed four drivers at (if! per day during the currency of the present contracts. 2. That 7s 6d be the wage paid to drivers of waggons and trollies. .".. That drivers leave the stables by 7.30 a.m. and return to the stables by 6 o'clock p.m.' If the carts are worked after (i p.m. overtime shall- be paid at tyhe rate of Is per hour, but that these conditions shall not apply to Messrs Winstone's mail contract or to Mr J. J. Craig's railway contract. 4. That drivers leave the stables by 7 o'clock on Saturday mornings and return by 1.30 p.m.. If the carts are worked after 1.30 p.m. overtime shall be paid at the rate of. Is per hour. 5. That on all statutory holidays drivers be paid their usual rate of pay, but drivers working with their teams on those days shall receive double rate of pay, excepting when engaged with picnic parties, when they shall receive 10/ in full payment for the day's work. 6. Drivers Imployed by night-soil contractors shall work seven hours per day or night. The wages shall be 9/ per day or night, overtime at the rate of 1/ per hour, and on statutory holidays 18/ per day or night. 7. Employers providing leaders, and drivers for use of the Tram Company on statutory holidays shall pay such drivers 2/6 extra. S. Drivers employed by aerated water manufacturers shall leave the stable buildings at 7.30 a.m. and return to the stables by 5 p.m., excepting during the months of December, January, February, and March, when they shall leave the stable by 7 a.m. and return by 6 p.m., on Saturdays to return to stables by 1 pan. Where the statutory holidays are not given the drivers engaged in the trade shall receive an equivalent in time as may be agreed. 9. Carters whose business lies in outlying districts shall not be brought under this industrial agreement unles3 they compete with they city employers," but should they so compete they shall pay the same wage and work the same hours and generally comply with the foregoing conditions. 10. This industrial agreement to be in force from May Ist, 1899, to April 30, 1901, and the penalty for any breach of this agreement shall be any sum not exceeding £ 10, recoverable before a Stipendiary Magistrate. The Chairman said the Board would meet on the 27th April to see if all of the employers had signed the agreement. Mr Craig said lie accepted the agreement. He thought it was a fair one between-master., and man. It would work well. If he worked the men overtime he would be willing to pay them. In answer to Mr Regan, the Chairman said the timber companies came under the agreement. '** After some discussion as to clause 3, the word 'present' was added before 'mail contract.' Messrs Miller and Caminell thought they should be included in the exemptions in Clause 1. . - At the close Mr Regan, on behalf of the Carters' Union, returned 'thanks for the kind and considerate manner in which he had been treated by the. employers.
