NEWCASTLE. January 8
At a conference of coal owners and miners, the owners submitted proposals raising the price to 8/ a ton. with a hewing rate of 3/2 for round coal, while small and yardage work will be paid in proportion to the rise and fall of prices. These conditions are to prevail during the present month, and until the owners are in a position to adopt new weighing regulations. The proposals have been adjourned until Friday week, to allow the- minors' lodges to consider the matter.
