AUCKLAND ELECTRIC LIGHTING BILL.

The postponement of the Auckland Electric Lighting Bill.and its transfer to the joint committee on private bills is to enable Mr Dignan (Mayor) and Mr Bingham to show cause why they should be heard against the bill. By the Standing Orders it is provided that any petition against a bill of this character must be lodged before it passes the second reading, otherwise the petitioners are out of court. As the xYuckland Electric Bill has been read a second time, petitions against it cannot now be entertained unless Mr Dignan and Mr Bingham can adduce a satisfactory reason for a departure from the Standing Orders; if not, the bill will proceed. It is understood that Mr Lawry, who is in charge of the bill, could have forced consideration of it by the committee, having a majority in favour of that course, but he gracefully, in deference to those opposed to the" measure, agreed to waive bis right, and refer the bill 'to the joint committee on private bills.
