MR RITCHIE'S PROPOSALS

Mr C. T. Eitchie, President of the Board of Trade, is preparing an amended statement of the points which he. considers should be referred to a conference between the masters and the engineers. He will probably suggest that the employers should modify their demand for the unconditional withdrawal of their claim in regard to hours of work, and advise a simultaneous withdrawal of the lock-out and strike notices.
LONDON, October 31
Mr Barnes, Secretary of the Union, says the engineers are defeated. They will rely upon legal enactment.
