English capitalists, through Messrs Collins Levy and Jerome Dyer, two exVictorians, have offered to embark aquarter of & million sterling in the Victorian wine trade, purchase 100,000 gsillona annually, and expend £8,000 in advertising if bhe Victorias Governmenb will euarantee three per cent, interest on bhe money invested for 14 years.
