ADDRESS TO THE GERMAN ARMY,
Beklin, September 4. The Kaisor, addressing the army at Metz, said that he was firmly resolved on maintaining peace.
Addressiug the municipal representatives of Motz before tho manoeuvres, he said that the army was the cornerstone of Germany's strength, and destined to be the safeguard of European peace.
The Emperor of Austria and the Princo of Naples accompanied the Kaiaer, and both received a cordial welcome.
Paris, September 4,
Tho French press make bitter comments on the presence of the Princo of Naples at the German army manccuvres at Metz, which they declare tho French will never forgeb.
