REARRANGEMENT OF PORTFOLIOS,
MR SEDDON'NATIVE MINISTER.
MR CADMAN TAKES PUBLIC WORKS AND MINES.

Wellington, this day. In confirmation of my telegram of Satur. day, I can now state absolutely that the Hon. J. Seddon will take the portfolio of Native Affairs. An announcement to that effect will bo made in the House to-morrow afternoon, This afternoon ab 2.30 Cabineb will meet, when Mr Cadman will be offered the joint portfolio of Public Works and Mines. It has been felt for some time past that Mr Seddon, in the midst of his multifarious duties, has not been able to give that full attention to public works which the Department requires. In Mr Cadman the Government will have an efficienb Minister with plenty of time to devote to his work. As to his appointment to the post of Minister of Mines, there is no doubt that he is the man beat suited for the position. No one has a better knowledge of mining than tho now member for Auckland. Ib is not very easy to say in whab spirit the annoucoment of those changes will be recoived by the House. Auckland members generally will concur in the appointment of Mr Cadman to the Public Works and Mines portfolios. I am given to understand that some opposition will bo felt, if not expressed, to tho Premier taking Native Affairs. In view, howover, of a rumour that he only intends to take temporary charge of thab Department, and of tho fact that the session is near a close, it is very probable that the somewhat unexpected course affairs have taken will not excite discussion even in the lobbies.
