RUSSIA'S DESIGNS.
A NEW MOVE. NAVAL DEPOT WANTED. NEGOTIATIONS FOR AN EAST INDIAN ISLAND. St. Petersburg, July 24. The Governmenb are urging the Siames Governmonb to cede to Russia tho island of Junk Ceylon, situated off the northwest extremity of the Malay Peninsula, for the establishment of a naval depot.
