Tho public health should be the corporation's first care. Don't delay until an epidemic begins to decimate the population of our otherwise healthy city, and then console yourselves by Baying 'Who would have thought it.' Gentlemen, let mo urge upon you thab tliia is a serious mattor to the residents of Ponjoaby. and were it nob for the fact that our representatives for the wards have long tince loafc the sense of 6moll, wo should ab least occasionally hear of ib in the deliberations of the Council." The Engineer reported having examined the Bay, and did not find trace of a nuisance. He pointed out thab the Bay waa the property of the Harbour Board.
