St. Petersburg, December 29. A conspiracy against the life of the Czar has been discovered in Poland, and a large number of public officials, students and officers have been arrested for complicity in the affair.

The Governor of Moscow has refused to renew the permits which were issued to Jews some time ago, allowing them to reside in the province.

One hundred thousand Jews in other districts arc reduced to a state of beggary by the strict enforcement of harsh decrees.
