NEWFOUNDLAND AFFAIRS.
London, April 24
Sir William Whiteway, Premier of Newfoundland, was heard at the bar of the House of Lords to-day, in protest against the passing of the Bill introduced by Lord Knutsford for enforcing the modus vivendi with France. He declared that the Bill would prejudice the rights of Newfoundland, and would only provide for a piecemeal settlement of the difficulty with France. It was, he contended, essential on the part of the Imperial Government to compensate those settlers who had been compelled to remove, and he referred to the injustice of entrusting to naval officers the power to enforce disputed treaties.
The further discussion of the Bill has been postponed until Monday,
