PRESIDENT HARRISON'S MESSAGE.
Washington, April 20.
In his message to Congress, President Harrison says the United States are not content to allow European Powers to absorb the commerce of the South American Republics, and intimates that the treaty recently entered into with the Brazilian Government will shortly be followed by similar ones with other Republics: The Government, he announces, intend to grant contracts to mailships, and had determined that the American Navy shall be made the best in the world. He hopes to see the early completion of the Nicaraguan Canal.
