GERMANS IN AFRICA.
WISSMAN'S PROPOSALS.
London, August 6. Major Wissman states that he will return to Africa in October. He hopes to launch a steamer on the Victoria Nyanza before the English can do so, so as 10 prevent the commerce of that district from passing into the hands of the English.
He believes a railway into the interior of the country an impossibility for the present. He considers Bagamayo superior to Tunis as a caravan centre.
