QUEENSLAND EIGHT HOUR BILL.

- : Sir Samuel Griffith has written to the Labour Federation, in reply to their letter to him, which pointed out thab MwJe- he amended the fourth section of his f_icfbt,Hour Bill, now before Parliamenb, rwibb a view to making the limit of eiehb hoart'work compulsory in all cases bo which the Bill applies, ib would be no improvement on the present condition. Sir Samuel replied bhab his Bill is of a declaratory nob a coerciv_ characber,

and the amendment suggested would alter the scope of the Bill and convert it into a Bill regulating bhe hours of labour. This would require a very full consideration and discrimination bebween the different occupations to meet cases of emergency, for he presumed it was nob intended to make ib unlawful to work over or under the time in all circumstances. The proper mode of dealing wibh the subject on this basis would be in the Factories Act, which is a matter bhab could only be underbaken by a Government. He advised the Labour Federation to accept his Bill, which, although nob perfect, would tend to improve the condition of working men.
