SAMOAN CONFERENCE.
COUNT BISMARCK TO PRESIDE.
AUTONOMY OF SAMOA,
Berlin, April 29. The proceedings at the Samoan Conference will be conducted in English.
Count Herbert Bismarck will preside, while Dr. Krauel will act as Secretary.
The " Nationale Zeitung " advocates the autonomy of Samoa, *and recommends that the Consuls should suptrvise matters, and that a nautical umpire should be appointed to arbitrate.
The "Daily News" in London considers it doubtful if this proposal would prove workable.
Berlin, April 29.
The Samoan Conference will last for a fortnight. It is expected that Get" many will agree to have the islands de* clared neutral.
