RETALIATION.
President Cleveland'sent a message to Congress, August; 23rd, on the subject of the rejection of the; fisheries treaty with Canada; in- which, after expressing his belief that the treaty was well suited to the exigency, he asks a further grant of power in order to put in operation a plan of retaliation against the Dominion. This plan is the issuance of a proclamation suspending the operation of all-laws and regulations permitting the transit of goods,; wares, merchandise in bond,.;acr6ss or over the ..territory• of the United States, to or from Canada, The Herald," commencing, on .this message^ says $Ax Cleveland simplyj tells the country we are at loggerheads with'; Canada. No transit for us, no transit for," them. That is': the result to be adopted.' That will force the crisis at once. The The Senate has made retaliation a neces-| sity. The *' Sub" says the'message is a; below that will be effectively vital. The! " Star" hopes that a conciliating policy; will prevail and the retaliatory law need' not be put into effect. ,v ' : Politicians of all parties admit that Cleve-i land has made ,adiplomatic icov/p by this] message, an^ put the. Republican majority; of the Senate in a hole. The English press epeak of the situation as a most awkward one. Canada's sentiment, accepting as mouthpieces Sir John Macdonald and Sir Charles Tupperj is .that, the whole business is small and childish, and that the Canadian Qbverhment-will not retaliate. . They regard the President's action as a bluff and an atteinpfc" to;tak'e theowind* out of the Republican party's sail in the coining Presidential election.
