London, Ist August. It is reported that Jay Gould, the celebrated American financier, has obtained some extraordinary concessions from the Chinese Government, which will have the'effect of making him practi-, cally the financial ruler of the Empire. He has founded a bank at Shangai with an immense capital, and received authority to transact all the business of the Chinese Government. The igreement provides that Gould shall have control of the construction of all railways and telegraphs. He proceeds to China immediately.'
