There is some reason to believe, judging from the tone of the " Novoe Vremga " and other leading Russian journals, that the tax on foreign residenbs in Russia, which bhese journals so sbrongly advocabe, may shortly be introduced by the Government. A report is currenb bhab this bax will be fixed ab 150 gold rubles per annum, which means aboub '255 rubles in bhe ordinary curcency, or aboub £25. The effecb of such an iinposb would of course bo bo drive oub of the country the more skilled and industrious artisan's of, foreign nationalities. Like tho foreign passport tax, it will act as another check to Russia's foreign commerce. If such a tax were limited to the heads of foreign nouses and agencies in Russia, bhere could be libble or no objection to it.
