I^apier, Wednesday. Captain Russell addressed his constituents at Hastings last tuighfc, and received a Unani' rrions Vote of confidence. He dwelt chictijj on the financiat positioß of tlio colonyj contending that its ctedit was already so low m the London mai-kcb that a -further extension of borrowing was impossible, except, at rninous rates, tie ascribed the low price ot New Zealandsecufities to the legislative proposals oj the Ministry. He also dwelt at length on the high, sdhools question, contending that the present system must be atnended in the directioh of greater economy and more efficiency in tho'rbug'h sedondary school work, by excluding young children,' a.nd admitting only those who have passed the sixth standard in the primary schools, and: by scholarships 6f some other pmh placing it within reach of every-publiCfiehdol scholar to-enter the higher school alter cbnipletihg the primary course.
