A Bulgarian Commander Arrested.
Losbon, October 17. Tur. commander of tho Bulgarian troops at Rustchuk has been arrested tor obeying General Kaulbars.
Communications are now passing between the Great Powers with the view to the eelcction of a successor to Princo Alexander in Bulgaria. Sransky, a Bulgarian onvoy, has been authorised to arrange a treaty of allianes with Servia.
The Berlin Bourse distrusts Russian securities, and many have been thrown on tho market. Tho Russians declare that England is the cause of tho distrust.
Germany, in replying to France, says the latter has no cause to demand the dato of the English evacuation of Egypt. Viksna, October 17.—Lord Randolph Churchill, who has for soms time been on a visit to this city, left for Paris to-day.
