English Naval Preparations.
London, October 13.
Tiik " Pull Mall Gazette," to-day, says that Lord Charles Borcsford, Naval Lord of tho Admiralty, has addressed a memorandum to the Admiralty, soverely condemning the shortness of the personnel on warships in commission, and of flieir supplies of coal, and tho tardiness displayed in mobilizing warships Ho asserts that no jilans oxi=t for a campaign, and insists that it is necessary to oxtond the Intelligence Department to tho navy, and organiso fleets in preparation for war.
Mooting of tho Bulgarian Council,
Tho Gieat Sobrango will hold its first meeting sinco tho elections in Bulgaria, at Tirnovj, in a fortnight.
