GERMAN STRATEGY.
How Horr Krupp Got a big Contraot from China.
Nfw York, July 15.—Tho " Commercial Bulletin " says editorially : The fact that Herr Krupp has contracted to supply China with 1,500 tons of rails at a price, including freight, 25 shillings below the lowest English offer, is attracting more attention as a commercial tranaacticn than in our ju igment it really deserves. The Gorman Government juat now ia reßorting to every artifice and every expedient to obtain a foothold in the Flowery Kingdom, with an eye to future buainees. In purauance of that policy Bismarck would have no objections to making the Chinamen a present outright of these 1,500 tons of ateel roila, provided he could somehow get advantage of John Bull. Tbe tranaaction, if it really has taken place, may be contemplated as quite a clever piece of diplomatic strategy. A Berlin private cablegram states that German agents foi the construction of the proposed Chinese railroads have obtained the Krupp contract for 1,500 tons of railroad iron by pledging themselves that the German banks would introduce gold and silver currency, and that tho odoption of the double | standard would precedoall the moro elaborate transactions with Germany.
