Torpedo Boats for Now Zealand.
London, September 20. The testing of the torpedo boats which have been built for the New Zealand Government took j)laco at Greenwich to-day. The construction of the boats is very favourably reported upon, and o high rate of speed was obtained in the trials over the measured mile.
A ipeeial to the Press Association say a : —The four torpedo boats ordered by the New Zealand Government have been completed and launched. A trial of them has taken' placn at Greenwich, with results highly successful, over seventeen knots an hour being run. At the luncheon which followed the trial there was a large and fashionable company.
Constitutional Government in Bulgaria.

Telegrams to hand from Sofia state that Prince Alexandria of Bulgaria has issued a manifesto to the people, declaring his renunciation of the extraordinary legislative functions with which ho was endowed in July, 1881, by vote of the National Assemby, and announcing the restoration of the National Charter of Liberty, and the appointment of a Ministry pledged to support a liberal form of government.
Supposed Loss of a Now Zealand Ship, London, September 19.
The barque Loch Dee, 200 days out from Lyttelton to London, has been " posted" at Lloyds.
Colonial Congress at Amsterdam.
Amstkkuam, September 19.
At a meeting of the Colonial Congress, held in the Exhibition Buildings to-day, Mr Frederick Young, Secretary of the Colonial Institute, London, in the cour-e of an address, strongly urged the federation of tho Mother Country and the Australian colonies, and proposed tho establishment of a common Parliament, in which all parts of tho Empire should be adequately represented.

Consols are quoted at lOlg. New Zealand securities: —5 per cent. 10-40 loan, 103, ex dividend ; 4§ per cent. 1879-1004 loan, 101 i; 4 per cent, inscribed stock, 101. The colonial breadstufls market has further declined. Adelaide wheat, ex store, is quoted at4ssCd; N.Z. wheat, exßtore,at4osto44s ; and Adelaide flour, ex storo, at 335. Australian tallow remains at 40s for best beef, and 41s for best mutton. Scotch pig iron : No. 1, f.o.b. on the Clyde, is quoted at £2 7s 6d, a decline of 9s per ton. Galvanized iron : Gospel Oak, corrugated, packed in cases, f.o.b. in London, is quoted at £18, a decline of 10s per ton.
