The fall of Kars created great enthusiasm. The Russian troops in Bulgaria bred salvos of artillery around Plevna. At a council of Avar at Kars, after its fall, General Phillipoff advocated a march of tbe army westward to Scutari. It is stated that Osman Pasha is willing to surrender to. a Russian General, but not to Prince Charles. Other accounts state that provisions at Plevna are abundant. New Zealand hemp firm.
