The s.s. Auckland arrived in harbour early this morning from Sydney bringing tne English telegrams via Suez.
SPECIAL TELEGRAM
London, July 23
France finallj declared war against Prussia on the 15th July, the English and Austrian mediation being declined by both belligerents. Great enthusiasm exists both in France and Germany. , The English generally pronounce in favour of Prussia, and public feeling is unanimous against France, who is without allies, while Germany is i.ow united, and Germans are flocking home from all paits to fight for Fatherland. All special sights and sea-marks are removed in the German ocean. M. Thiers, in the French Chambers, denounced the war as unjustifiable. A X oral proclamation was issued in England on the i9th July, enjoining neutrality on the part of British subjects. The Emperor Louis Napoleon takes supreme command of the army, and leaves for Nancy to-day. The frontier was croc-sed by the French at Tobaco. Commercial affairs are disorganised ; corn and tallow have advanced; cotton i 9 depressed. Wool fell 2d. per lb., but recovered partially upon the decision being made to close the sales on the 27th July. 50,000 bales will be carried forward to next series. There is a panic on the Stock Exchange, and several failures have occurred. Consols, 90. Anstrailian stock are only slightly affejted.
