AKAROA BOROUGH COUNCIL.

The ordinary meeting of this Council was held on Wednesday evening. Present—His Worship the Mayor and Crs. Cheekle?. Henning, Newton. Lelievre, Chappell, Ingram,Munro, and Vangioni. MINUTES. The minutes of the 'ast ordinary meeting were read and confirmed. CORRESPONDENCE. Outward correspondence was read and approved. His Worship the Mayor congratulated Crs Ingram and Vangioni on their eleotion. He referred to the services to the Borough previously rendered by Councillor Incram and also by Councillor Vangiom's father. He read Cr Leete's resignation and safd he had muoh pka«ure in moving that a vote of thanks be passed and entered on the minutes recording the valuable services rendered to the Borough by Cr Leete during his term of offioe. Seconded by Cr Munro and carried unanimously. Toward correspondence was read — F-"om Treasury, notifying payment of £100 on account of drainage loan. From General Post Office, Wellington, as under:— " KeferriDS to previous correspondence on tho subject of m»il communication to Akaroa T have now the honour, by direction, to inform you that, in connection'with the general reletting of inland mail servioen for the ensuing three rears, services have bten arranged as follows:— Little River, Barry's Bay, Duvauchelle. Robinson's Bay. German Bay and Akaroa thrice weekly : Lyttelton and Pigflon day, thrice weekly, by steamer ; Pigeon Bay wharf. Pigeon Bay Post Office, Duvauchelle, RchinfOn 5 .* B-»v, German Bay <vnd Akaroa, thrice weekly. I regret that a daily service to and from Akaroa by way of Little Ri7er is impracticable until such time a« the Railway Department introduces a daily train service between tho Utter pl*ce *nd Ohrisfchuroh. In accordance with the desire expressed in your letter of the 23rd ultimo, the contract for the sarvice between Little River and Akaroa and between Pigpon Bay and Akaroa, respectively, will bo sub' ject to termination on six months' notice to admit of a rearrangement, if neoeßsary, of the servioflc on the completion of the new road and wharf to be provided at Duvauchelle —W. Gray, Secretary. His Worship said he thought the service*> had been arranged very much as they wanted them. Taylor and Co. wrote apply> ng for permission to connect an inchpip* o water main for driving motor, and also annual charge for use of same. The Mayor said the present scale was £1 peranDum and was in f tee till July. After that date, however, a change might be made and meters were now being used to ascertain the quantity of Water used by owners of exieting motors. They might have to use water for the electric lighting of the town iD cmnection with the present water system, and if so might have to stop all motors ; but hoped this would never be the case. The water might be utilised above the reservoir, in which case the supply would not be effected. He moved-That Messrs T; E. " Cr Ingram was appointed to the vacancy ot the Bathß, Wharves, and Reserves Committee, and Crs VaDgioni and Henning on the Finance and Fire Brigades Committees, Cr Henning to be Chairman of Fina_.ce Com mittee. SIGNING CHEQUES Crs Henning and Vangioni were appointed to sign cheques in place of Messrs !; E. (Taylor and Leete; WATER SUPPLY LOAN, Cr Henning proposed that the balanoe to credit of the Waterworks Loan account be refunded to the Treasury after deducting account for fencing and bank charges. Seconded by Cr Checkley and carried. T E. TAYLOR & CO 'S NEW BUILDING. Cr Checkley naid he had given assent to the erection of a staging about llfb over the footDath, in front of Messrs Taylor k fo.'a neWibuildiDg on Beach road, tit was necessary for the contractors, and he did not think it would interfere with the traffic in any way. Cr Checkley's aotion wbb approved. THE SEPTIO TANK DRAINAGE. Cr Checkley said that the levels in oonnection with the septic tank drainage had been taken, and that, in order there should be no delay in the work, the material should ba ordered at once. He understood the pipe makers had agreed to oharge a oonamon price lor pipes, co there wonld.be no advantin tendering. He moved that the Works Committee be empowered to confer with and instruct the engineer to order the neceßßiry pipes, cement and ironwork for the Borough drainage Seconded by Hiß Worship the Mayor. Cr Henning thought tenders should be invited. There might be a common prioe in Christchurch, but pipes might be cheaper in Dunedin or Wellington, aud might be procured ab one of these plaoes. It was a big matter, a large sum being involved. Other Councillors considered the matter might be safely left in the Works Committee's hands, and the motion was carried. Cr Checkley said if there were no urgency enquiries could be made as to the prioe of pipes in other towns in the Colony. Be thought the Engineer was well informed on these points. ELECTRIC LIGHTING. Cr Henning asked for information regarding the coming polling for the electric light loan. Weie they obliged to borrow the money if a majority voted for the loan J The Mayor said that tbe ooneent of the ratepayers did not mean that they were obliged to borrow the money, bub only gave them liberty to do bo. If there were a large majority they should, of oourse, go on with the scheme, but in the case of a small major ity the matter would have to be thorongnly discussed. Mr Nelson was comiDg here before the poll. He had no more information to give than that he had given ab the publio meeting. Cr Henning said he understood the lamp on the reporter's table w&b a 50 candle power one and that they would require three of the proposed 16 oandle power to light an ordinary room and the lamp would be a fixture and could not be moved. This meant that the coat of the electric lighting at £1 per lamp was three or four times more oostly than kerosene. The Mayor said if the poll was adverse to borrowing the £2.700, he wovld propose the borrowing of £1400 for the street and wharf electric lighting alone. Mr Turnbull had given him informition on the subject, and the work could bp fo done tbat, if the people afterwards wanted it, more power could be subsequently introduced. If the poll were carried a speoial meeting of the Counoil would be called. BY LAW*. Cr Ingram said that, at the la.t meeting of the old Council, ib was reßolved that it be a recommendation to the incoming Counoil to revise the By Laws, Had anjthirg been done ? Cr Newton thought it had been arranged to leave the matter over till the completion of the drainage. The Mayor said the By-laws wanted re* vising badly ; but ib would be an expensive matur and had better be left over for the present. STORAGE OF HOSE, ETO. Cr Ingram said the hose recently procured for flushing, etc, was stored in the shed nt r,he Council's yard. It would be better to keep it at the northern end of the Borough as it was just as handy and might be useful in case of fires at that end. Left to Committee. THE OLD JETTY. Cr Chappell asked if the engine were goirg on with drawing the piles at the old wharf. The Mayor did nob think so.; the work would have required fewer men, and it was wished to keep the present gang together. It had b'eti proved the engine could do iho work, and the one recently ordered by tho County Council was much mere powerful han the one they were using.
