October J6. After a heated discussion, Mr Duthie's amendment was lost by 33 to 7. The Premier, in the course of his reply, said he considered Mr M*s ey, ai leader of the Opposition, should havj brought forward the amendment. The second reading waa carried by 38 votea to 4.
