AKAROA BOROUGH COUNCIL.

A meeting of this Council was held on Wednesday Present—His Worship the Mayor, and Crs Chappell, Munro, Arming, Bayiey, Clarke. MINUTES. The minutes of tbe previous meeting were read and confirmed. CORRESPONDENCE. Letters were read— From Wra Rhodes asking to have his name struck off the roll for section in Jolie Street, and have Mrs E. M. Watkina' substituted. From F. Hart asking to have Mr Ft Leiievre's name substituted for bis .for section 52 Balguerie Street, Akaroa, The requests were granted in both cases. REPORT ON MR CHAPPELL S PROPOSITION. The Mayor reported that the Baths Committee had met to consider the question of the water supply, but had not yet ascertained full particulars. They would, however, meet again this week and report at the Council's next meeting. FINANCE. Receipts since iast meeting — Rates, 1890-91. £7 10s lid ; dog tax, 10s ; total, £8 0s lid. Cr Bank New Zealand, £9 18s 9d. Accounts to be presented—Foreman, 2 weeks, £4; Q. Raven, 6 days labor, £2 £2 ; Lyttelton Gas Company, £1 12b 6d ; W. H. Henning, oil, 17a ; total, £8 lis 6d. The accounts as read were pas.cd for payment. TENNIS COURT. Cr Bayiey objected to the same casual hand being employed at work constantly ; there should be a change. Cr Clarke said that the man was selected because he was the most suitable man for that particular work, and understood it. The foreman had selected him as tbe most fitting person. Cr Bayiey Baid that theße jobß should be tendered for, when they would cost the Council less, and be more satisfactory in every way. Cr Chappell moved—" That a correct account of all labor and other expenses in connection with the tennis court be laid on the table for the information of Councillors, at its completion." Seconded by Cr Bayiey and carried. BLINDING LAVAUD STREET, Cr Chappell moved—" That tbe Works' Committee be asked to meet and consider what steps it waß neceßsary to take to blind the metal in Lavaud St., and that ihey proceed to carry out tbe work at once." His Worship said that notice of motion should be given in these matters. They quite took the Council by sui prise. Cr Arming complained of the great size of the metal. If that were broken Bmaller it would bind, but as it was it was very dangerous. It ought to be passed differently altogether, as small paetal was put on top now and big pieces hidden. Cr Chappbll said the metal bad been placed on the road in spile of tbe protests of Crs regarding its size, and the evil required immediate remedy. He deprecated delay. Cr Bayiey seconded. Tbe resolution was then pat tod c-rriedc OOTOTASDISG BATES. The Clerk asked for authority to sas for outstanding rates. In reply to questions, he said so_3s£lS9 had been collected, and £30 was EtSI oatstanding. The Clerk was authorised to sue for all outstanding rates at once. NIGHT son.. Cr Chappell asked if any one could be employed to carry night soil ? His Worship replied in the negative, stating that the licensed scavenger, P. Brown was the only person dulyauthorised. He called Cr Chappell'. attention to sub section 14 sectian 3, of the Police Offences.Act, 1884, which was as follows :—•' Any person who empties any privy or cesspool, or carts away any night soil or other offensive matter, without a license from, and without having given such security as may be required by, the local authority, is liable for every Buch offence, to a penalty not exceeding five pounds." The Council then adjourned.
