KASHMIR DISPUTE

FAILURE OF UNO MISSION (Rec. 10 a.m.) KARACHI, Aug. 22. The United Nations mediator for Kashmir, Sir Owen Dixon, to-day. reported the failure of his three-months'* old mission. In a blunt announcement opening a review of his discussions with the Governments of India and Pakistan, Sir Owen Dixon said: “I regret to announce thflt I have come to the conclusion that there is no immediate prospect of India and Pakistan composing any of their differences over the State of Jammu and Kashmir. No purpose can be served by me remaining any longer in the sub-continent.” Sir Dixon revealed that neither Government had produced any plan or proposal of its own for the settle ment of the dispute. The main point of dispute Is whether Kashmir should join India or Pakistan. i Preparations had been made for a United Nations- plebiscite to decide the issue, but no final agreement on a truce to end sporadic fighting in kashmir could be reached.
