Britain’s Labour Government, whicfi has always boasted of its planning prowess, to-day lit a bonfire of building controls. The Town and Country Planning Minister, Dr. Hugh Dalton, almitted that in many cases planning had'“degenerated into mere fussing vexations to many worthy citizens!” Dr. Dalton announced in the House of Commons what he called the "act of liberation,” to come into force on May 22. People may extend their houses or build a garage up to a limited size without a licence, and paint their houses and outbuildings free of cpntrol. Farmers may set up new farm buildings without filling in forms, and factory owners can extend their buildings up to 10 per cent,
