UNREST IN WEST GERMANY

HAMBURG DEMONSTRATIONS (Rec. 10.10 a.m.) BERLIN, Mar. 15. Fifty German police to-day prevented about GO Communists forcing their way into the headquarters of the British Land Commissioner in Hamburg. Four demonstrators were arrested after a scuffle, and a number of leaflets w T ere confiscated. The police said the demonstrators wanted to see the-Land Commissioner to protest against the demolition of a graving dock and the conviction of two Communist journalists. Later to-day the Land Commissioner agreed to -receive a five-man delegation. Allied sources in Berlin’to-day said the Communists had been instructed to provoke clashes wherever ; possible between West Germans and the occupation authorities. This instruction cancels a former order allowing West German Communists to content themselves with angry speeches, press attacks and licensed protest rallies. Until this week the Communists’ anti-Allied campaign -has generally been more a matter of words than deeds.
