RUSSIANS TO GO TO POLLS
ELECTION OF SUPREME SOVIET (Rec. 10 a.m.) LONDON, March 12. Russians began polling this morning in the first general election since 1946. They may register approval or disapproval of single lists of candidates presented for each of the two Houses of the Supreme Soviet —the Council of the Union and the Council of Nationalities. Russians went to the booths without hearing' an expected election speech by Mr Stalin. Observers in London and Washington believed that Mr Stalin might launch a new “peace offensive” or announce a departure in international diplomacy.
