WASHINGTON, Nov. 10

A voluntary plan to keep important American technical information frpm falling into undesirable hands abroad was announced to-day by the Commerce - Department. No countries were named, but persons or firms thinking of’exporting “advanced technical data which may be important to national security” were asked to wait for an “official opinion.”
