EAST BERLIN ESTATES BERLIN, Nov. 11. The Eas't Berlin city administration proclaimed as the people’s property 598 industries, and 991\houses and estates formerly owned by war criminals and Nazis. They include the I. G. Faben chemical works. All were previously administered by the Soviet occupation authorities.
