During a one-hour secret conference between Dr. Konrad Adenauer, the Christian Democratic leader, who is generally expected lo be West Germany’s first, Chancellor and Dr. Kark Arnold, the, Christian Democrat Min-ister-President of North Rhine Westphalia, it was decided lo ask Ihe Social Democrats to join a. coalition Government, says the British United Press Bonn correspondent.
