JAPANESE LIVING TO-DAY (Rec. 9‘.30 a.m.) TOKIO, April 15. Mr Joseph Dodge, top economic policymaker of the Supreme Allied Command, told the Japanese people to-day that the nation had been living far beyond its means.

Sharply rapping Japanese opposition to the Allied austerity budget, Mr Dodge reminded lbe people, that, they suffered severe losses economically and territorially as a result of the war, and the. situation was aggravated by a large net gain in population every year. In spite of this there seemed to be astonishingly little comprehension among the Japanese of the real situation of their country. Nothing should have been expected as a result of the war but a long term of hardship and self-denial, but the nation had continuously been living beyond its means. There had been a general disposition in the Japanese Government to accede to any demand to spend more and more and an attempt to spend every sources of income.
