BRITAIN OPPOSES PROPOSAL (Rec. 11.5 a.m.) LONDON, Mar: 31. The Foreign Office spokesman said that Britaip had not been told that the measure to include Spain in the European recovery programme would be introduced in the United States House of Representatives. Britain still opposed Spain’s participation.^
