FINNISH MINISTERS CONCERNED
Draft, of Proposed Soviet Treaty LONDON, March 27. Finnish Ministers expressed concern after an examination of the first draft text of the proposed Russo-Finnish Treaty, says the Helsinki correspondent of the British United Press. No official statement has been made, but reports say that the Russians claim it is impossible to separate the friendship and mutual aid clauses in the treaty.
