PERMANENT CONSULATIVE COUNCIL BRUSSELS, March 25. The deputies of tiie British, French, Dutch, Belgian and Luxembourg Foreign Ministers, after a two days’ conference,' announced unanimous agreement on steps for the establishment of (be permanent consulativo council provided for in (lie Five-Power Treaty recently signed at Brussels. The recommendations of the deputies will go to their respective governments. Tiie Belgian Senate ratified tiie Five Power Western Union treaty signed in Brussels on March 17.
