Charter Ready to be Signed GREAT STEP FORWARD (N.Z.P.A.—Copyright). (Rec. 12.15 p.m.) HAVANA, March 23. The Polish delegation informed the Intei-nationaL Trade Organisation Conference to-day that. Poland would not sign the world trade charter, which is due for signature to-morrow. The head of the American delegation, Mr William Clayton, addressing the final plenary Session, said the establishment of the new organisation might prove the greatest step in history toward an order of justice in economic relations among the nations. He added that the charter was complicated and difficult, but a simple principle lay behind its provisions. “The world will be a better place to live in if the nations, instead of taking unilateral action without regard to other interests, will adopt and follow common principles and enter consultation through the international organisation when their interests conflict.”

Mr Clayton predicted that the pact would lead to a great expansion in production, distribution and consumption of the world’s goods.
