REVOLUTION IN COSTA RICA (Rec. 12.30 p.rn.) PANAMA, Mar. IS. Passengers arriving in Panama, by air from Costa Rica say that conditions there are chaotic, and there are indications that the revolution is gaining ground. They said the revolutionary leader, Jose Figueres, in a broadcast from his mountain stronghold, had scoffed at Government reports that rebel strongholds had been captured. The Government was taking drastic measures to deal with Ihe threatened sit-down strike, and had imposed complete censorship. Commerce and industry were virtually at a standstill.
