' The International Rugby Board, at a meeting in Edinburgh, decided 1o widen the constitution to include representatives from New Zealand and South Africa, also from Australia, subject to the formation of an Australian Rugby Football Union. The board reduced the value ot a dropped goal from four to three points, beginning next season. It also changed the scrummage rules to permit the outside front row forward to follow the ball into too scrum with his outside foot.
