A ridiculous position would arise if the people were told by merchants that they could buy cement, but were told by the Building Controller that they could not use it, said Mr A. M. Goulding, S.M., in the course of the hearing of charges against builders in the Magistrate’s Court at Upper Hutt yesterday. The Magistrate said he could understand regulations that would control the uee of materials such as cement, but to let buy cement to do an odd job and then say that they must, have a permit before they could use it seemed nousenical.
