SOVIET REQUEST TO ITALY
NEGOTIATIONS FOR TRADE AGREEMENT ROME, March 17. A recent request by Russia that the negotiations for a trade agreement between Italy ;and Russia should be linked with the question of reparation payments is described by the Italian Foreign Office in a statement as an attempt to divert part of Italy’s industry “to solve the advantage of Russia.” The statement says that the Russian request, was “the more singular” since Britain, France, the United States and China have all waived their rights to reparations and Italy is receiving foreign aid. If the two sets of negotiations were linked, what would be free trade discussions “might become bargaining over reparations which would have to come from current industrial production. The Foreign Office statement was made in reply io the Note; of March 1 in which the Soviet Union demanded an advance payment of £'26,000,000 reparations. The Italian statement, in effect, flatly rejects the demand. A formal reply is expected when the Foreign Minister. Count Sforza, returns from the Paris conference.
