MEETING OF GOVERNORS ( WASHINGTON, August 27. The nations which were invited to send observers to the meeting on September 27 of the board of governors of the World Bank and International Monetary Fund, which is expected to take major steps to get the bank and fund into active operation are Russia, New Zealand, Australia, Colombia, Liberia, Haiti, and Venezuela, all of which signed the articles of agreement drafted at Bretton Woods but have so far failed to enter into full participation of the bank and funds. Czechoslovakia has notified the World Bank that it intends to seek a 350,000,000 dollars loan.
