DIFFICULTY IN GERMANY (Rec. 11.30 a.m.) LONDON, Aug. 23. Complications due to a difference in the organisation’s structure between the British and American zones has arisen in negotiations for economic unification, says Reuter’s Stuttgart correspondent. The difficulties have, arisen because the three United States zone States are represented by the German Ministers of the Departments concerned, whereas the British zone is represented by German officials acting directly under British instructions. There is a tendency on the American side to criticise centralised bureaucracy developed in the British zone compared with the high degree of Parliamentary democracy already working in the American zone.
